Jelly isn't trustworthy due his "exploration" moral system, but he's never an immediate threat. Muffin on the other hand is sadistic just for sake of being sadistic. Just because he can. Just because humans are weak compared to him. You could say he's kind of driven by hunter "instincts", but that also wouldn't be entirely true. If Muffin wanted to restrain himself he could do it easily, but he just indulges any desire he has, it just happens that most of his desires include hurting others.
