California passed SB497 into law this year. Under the new law, there is now a rebuttable presumption of illegal retaliation when employees are fired within 90 days of making a protected complaint. "Protected complaints" include (but aren't limited to) complaints to HR, reports of harassment or unpaid wages, safety hazards, and discrimination complaints.
